1999 Constitution: An Havoc To Nigeria Education

Constitution is a body of law that guide the behaviour of the people - Joseph Shumpeter
It can also be refer as a rule and regulations that guide all citizens norms, culture, and manner.
Suddenly, this constitution does not work for poor people, rather than work for them the riches people have some power over constitution.
According to 1999 constitution, wealthless people are abide by rules and regulation of Nigeria constitution.
Meanwhile, I would like to talk on educational objective. Chapter 18-- section (1 and 3) sub section 3 a,b,c of Nigeria constitution. Many parents and youth are suffer under this section. This because it's not useful for some people.
"Government shall direct its policy towards ensuring that there are equal and adequate educational opportunity at all level." Section 1
I stand to be corrected, there are no equal adequate educational at all level. This is because the richest and wealth less have no same category.
"Government shall strive to eradicate illiteracy; and to this end government shall as and well practicable provide" Section 3
"Their should be free compulsory and universal primary education. As I said earlier primary education has been separate into two. One is for richest and other one is for poor people" Section 3A

Nevertheless, It's difficult to find the richest children in public school, it's because there are no provision for them likewise secondary school
In addition, sub section 3c that says free university education. This is the area that make me almost get man whenever I remember the Section.
What is the purpose of collecting acceptance fees from Students of tertiary Institutions when Education is free according to the Constitution?*
Why are the students paying school fees?
Fellow readers, If there is no answer, it means they are seeking for Nigeria youth downfall. Many people wish to send their children to higher institution but they are discourage because of these people are self seeker.
Some acceptance fees is beyond school fees which is not suppose to be. The smallest acceptance feel today is 15000 to 50000 thousands naira.
Regards to all office in the arm's of government. Especially the Two houses in the legislative arms. Sir, we urge you to do something on it. If you want our constitution to be effective.
